Technical Assistance to the Philippines on Offender Treatment

UNAFEI undertakes this programme in partnership with the United Nations Office on Drugs and Crime Regional Office for Southeast Asia and the Pacific in Bangkok (UNODC ROSEAP). This programme aims at strengthening coordination between the three Filipino institutional/community corrections authorities: the Bureau of Jail Management and Penology (BJMP) of the Department of the Interior and Local Government, the Bureau of Corrections (BuCor) and the Parole and Probation Administration (PPA) of the Department of Justice (DOJ), and establishing common understanding on the assessment of offenders.

UNAFEI experts joined and gave lectures at on-site seminars and coordinated study visits to penal institutions in Japan. The participants explored effective measures for assessment, early release and other treatment to reduce recidivism, in light of recent research findings and good practices, with a view to incorporating them into the local context of the Philippines.
