on the Community-Based Treatment of Offenders
through the Holistic Approach to Volunteer Resource Development
for the Philippines
Main Subject of the Seminar
The Probation System of the Republic of
the Philippines (designated as the Philippines hereinafter) is based on
the United States' system. However, the Volunteer Probation Aide System
in the correction and rehabilitation of offenders, and crime prevention
was
introduced in 1977 based on the Japanese system. About 3,000 Volunteer
Probation Aides engaged in the treatment of probationers were active in
the 1980's, but the number decreased after the 1990's and was down to
78 at the end of 2002.
However, Volunteer Probation Aides as
community-based
private volunteers fill an important role encouraging citizens' involvement
in criminal justice. Therefore, in view of its significance, this programme
was started in 2003 to revitalize the Volunteer Probation Aide System for
the Philippines modelled on the Japanese system. This seminar is carried
out in two ways. Through the "JICA-Net Seminar on the Revitalization
of the Volunteer Probation Aide System for the Philippines" using the
J-NET system in the Philippines and Japan, and through the "UNAFEI
Seminar on the Revitalization of Volunteer Probation Aide System for the
Philippines" in which we invite the PPA's officials to Japan.
"UNAFEI Seminar on the Revitalization of the Volunteer Probation Aide
System for the Philippines" ended in 2004, and a new programme
"UNAFEI Training Course on the Revitalization of the Volunteer Probation
Aide System for the Philippines" started in 2006.
